For me this is a bit of a compromise apartment. I won't translate for you the flowery text the French estate agents are using. It is beautifully done, it does have a sunny balcony, and is a very pleasant place to live or spend time in. It is in a nice modern building, on the 3rd floor with lift. It is just off Avenue Jean Medecin, 5 minutes walk away, and a 15 minute walk to the beach. However, it is the wrong side of Avenue Jean Medecin to be called the Musiciens Quarter. The eastern side of the avenue is considered less desirable. That is why it seems so cheap. If you are looking for something for yourself, and do not want to compromise on apartment or balcony, then if this fits in your budget then it may well be what you are looking for. If you are looking for something that you can use for holiday rentals, then I would advise either increasing your budget or looking for something smaller but closer to the beach.
